ade up and trained and in July, 1912, thejNIarblehead, with its gun crews and a badly overcrowded complementof officers and men, steamed for Bremerton and Port Angeles, by wayof Portland, for target practice, for the first time with large caliber guns.At Portland, upon receipt of information from the Navy Departmenttliat there were no targets at Port Angeles, the captain ordered a targetmade and a reguhition target was made by the Naval JNIilitia men of theMarblehead, in nine hours, and which was later towed to the targetgrounds at Port Angeles. The target practice was done under theofficial iuspection of Lieutenant Barthalow, who officially reported theresult to the Navy Department. The shooting is claimed to be the best ever done in the w^orld by anygun crews of any navy at any time or at any place. Marvelous as thisseems for new men to perform, I have been unable to find that thesame is not true. This shooting was done under the official inspection REPORT OF THE ADJUTANT GENERAL 27

The scores were madeat a range of 1,600 yards, at a regulation target, with 4-inch guns, withthe Marblehead traveling at a speed of eight knots. Sixty-five consecu-tive hits were made with the 4-inch guns, which is claimed to be therecord. This is also the record of one enthusiastic, capable and earnestUnited States Naval instructor, for less than a year with Naval Militia,backed by a competent naval officer in the Naval Militia office at Wash-ington. D. C and the earnest commanding officer of the Naval ^lilitiaof California. What would be the result if the intelligent and patrioticyoung men who compose the Naval Militia had had such instructionduring the twenty years preceding ? Follo
