ised law. Mr. Baker has alwaysmanifested great interest in the railroad of his boyhood. Mr. Baker was private secretary to Postmaster-General Wilsonfrom 1896 to 1897, and in the latter year began the practice of law inMartinsburg, later going to Cleveland to follow his profession. In 1902he became City Solicitor of the City of Cleveland and continuedin that capacity until 1912 when he was elected Mayor of Cleveland,serving for two terms, 1912-14 and 1914-16. On March 7, 1916 Mr. Baker was appointed Secretary of War byPresident Wilson and remained in the Cabinet until March 4, 1921.He then resumed the practice of law in Cleveland as a member of thepresent firm. Mr. Baker received the degree of A. B. from JohnsHopkins University, Baltimore, Md., in 1892, and two years later thedegree of LL. B. from Washington and Lee University.
