One of the Army bulletins stated: The Southern Bell Telephone Com-pany accepted the responsibility of co- ordinating the activities of its affiliatedcompanies and all independent com-panies located within the WarningService Area. The officials of theSouthern Bell Telephone Companyhave worked untiringly in their effortsto provide the best communication sys-tem obtainable. Their cooperation hasbeen outstanding. The managers of the local telephoneexchanges throughout the entire areahave contributed their time and tech-nical knowledge toward assistingCounty Chiefs, observers and the Armyin selecting telephones which would bemost suitable for the service. All havegenerously devoted their energies to-ward providing the best communicationsystem possible. During such an extensive se-ries of military operations, Army of-ficers necessarily have to make use ofcommercial long distance telephonefacilities from various points. ArmyRegulations make no provision for re-imbursement for such expenditures,and collect calls are not alwayspracticable. Southern Bell therefore suggestedthe use of the credit cards, and thesuggestion was adopted. About 400such cards were issued in blank to theCorps Area Signal Officer at Ft. Mc-Pherson, Ga., who reissued the cardsto individual officers who were to actas umpires, control officers, or on tac-tical and adm
