Fig-ure 1 (page 230) is a scene in New England; Figure 2 shows the ice cov-ered wires of a line in Wisconsin; andthe picture in Figure 3, taken innorthern California, is an illustrationof the extent to which insulators andcrossarms become loaded and fes-tooned with snow. Figure 4 is a pho-tograph of ice and frost on a ruraltelephone line not far from Seattle.Measurements at this point showedthe wire to be encased with ice to adiameter of %-inch with a frost de-posit overlaying the ice—the total di-ameter of wire, ice, and frost being7 inches. In 1911 Theodore N. Vail, thenPresident of the American Telephoneand Telegraph Company, wrote to J.J.
