Mr. Blair is the fourth chairman of the State Board of Charitiesand Public Welfare since it was organized under direction of the con-stitution of 1868, and succeeded to the direction of its activities inOctober, 1904, after thirteen years experience as a board member. He witnessed the reorganization of the old Board of Public Chari-ties into the organization of today when the 1917 General Assemblyre-vamped North Carolinas program to allow for expansion into thenumerous activities supervised today by the state board. The conceptions of Mr. Blair and his associates concerning stateresponsibility toward the unfortunate have passed from adolescencetoward maturity by the experience of a half-century; and havinggrown to manhood, represent the foundations upon which the socialand economic lives of North Carolinians of the next century will bebased.

Alexander Worth McAlister has been a member of the StateBoard of Charities and Public Welfare for almost a quarter of a cen-tury. Twenty-four years ago he succeeded his father on the board inDecember, 1916, and thus entered on an active official career in wel-fare work. Mr. McAlister is known as the father of North Carolinas countyunit welfare system. Before his appointment to the board, as presi-dent of the North Carolina Conference for Social Service 1915-1916he had been in correspondence with persons of recognized authority inother states on the development of a suitable plan for North Caro-lina, and after his appointment the 1917 General Assembly author-ized the present county unit system of state-supervised, local adminis-tration of North Carolinas care of its unfortunate. Counties having as much as 32,000 population were required to setup regular welfare departments, while superintendents of schools werecharged with part-time welfare duties in the smaller counties.
