Ouverture de l'annexe A du BPM 409 à Kandy (Ceylan), la plupart des navires effectuant la liaison Indochine-métropole faisant escale à Ceylan. Elle fait mouvement sur Colombo le 1er décembre 1945 et sera dissoute officiellement le 15 août 1946. Elle continue néanmoins ses activités en tant qu'annexe du BPM 180 jusqu'au 15 août 1947. Elle sera re-créée en juillet 1949 à Phanthiet. Elle assure le transit du courrier en provenance de ou en partance vers la métropole. Les plis portent souvent une griffe de navire.
