“Hà Nội, ngày 13 tháng 7 năm 1949 dương lịch

Thưa Ông Giám-đốc,

Tôi hân hạnh gửi theo đây danh sách các vị được mời dự lễ đón tiếp Đức Cựu-Hoàng tại trường bay Gia-Lâm…” (4)

Sau đó là danh sách các quan khách được mời gồm 16 vị trong đó có “Lê Văn Kim, Tổng Giám đốc Nha Thông tin Việt-nam cử làm Chủ tịch Uỷ ban Nghênh giá; Phạm Xuân Đài, Thị trưởng thành phố Hà Nội làm Phó chủ tịch; Ông Trịnh Xuân Ngạn, Giám đốc chuyên môn Nha Tổng Giám đốc Thông tin Việt Nam cử làm Trưởng Tiểu ban tuyên truyền; Ông Nguyễn Đắc Giuẩn, sở Công chính thành phố cử làm Phụ trách về bài trí; ….”(5).
