English: Chief of Naval Personnel and Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) Vice Adm. Scott Van Buskirk addresses roughly 1,000 sailors, including nearly 300 Seabees from Naval Mobile Construction Battalion 3, to discuss retention, pay and other career topics effecting Navy service members. Van Buskirk is responsible for the planning and programming of all manpower, personnel, training and education resources for the U.S. Navy. He manages an annual operation budget of $29 billion and leads more than 20,000 employees. NMCB 3 provides combatant commanders and Navy component commanders with combat-ready warfighters capable of general engineering, construction and limited combat engineering across the full range of military operations.
