Heddiw yw Dydd Gwyl Dewi. Curodd Cymru Loegr mewn rygbi, a chipio'r Goron Driphlyg. Cafodd y 100,000'fed brechlyn ei roi nos Wener. Mae dros 100,000 wedi cael y ddau ddos o'r Brechlyn - cyfran uwch nag unrhyw ran arall o'r DU. 64 achos fesul 100,000. Mae'r ffigurau hyn yn sylweddol well nag yn Lloegr (1:04:58). Mewn 5 awdurdod lleol mae o dan 50 achos. Mae nifer y cleifion sy'n gysylltiedig â Choronafirws yn is na 1,500 am y tro cyntaf ers dechrau mis Tachwedd. Heddiw rydym wedi lansio'r Concordat rhwng Cymru a Gweriniaeth Iwerddon. Bydd £682 miliwn o arian newydd ar gael i'r GIG ac awdurdodau lleol. Mae Amrywiad Brasil yn yr Alban a Lloegr. Gofynnaf i'r Prif Weinidog yn ofalus iawn am hyn. Nid yw gwahodd pobl i feddwl am deithio rhyngwladol ym mis Mai ymlaen. Ni fydd Maes Awyr Caerdydd yn mynd â theithwyr o'r rhestr goch o wledydd. Byddwn yn ei wneud mewn ffordd wahanol i'r DU: ni ddylem gael hedfan rhyngwladol. Mae'r 12 mis diwethaf wedi ei gwneud yn glir i bobl fod ganddyn nhw yma Senedd a Llywodraeth, sydd â phwerau sylweddol iawn, y gallu i weithredu'n annibynnol, gyda chynghorwyr ein hunain. Mae Cymru wedi siartio ein ffordd trwy'r pandemig hwn gyda llwyddiant oherwydd y pwerau hynny sydd gennym. Mae datganoli wedi cael ei ddwyn adref i bobl bod defnyddio'r pwerau hyn wedi achub bywydau yng Nghymru. Yma yng Nghymru, rydym wedi gweithredu'n gynnar ac o ddifrif; yn ôl ym mis Ebrill 2020 ni oedd y llywodraeth 1af i gynnig prydau ysgol i blant yn ystod yr ysgol ac amser gwyliau. Mae pobl yn credu mewn datganoli, ac eisiau iddo gael ei gryfhau. Y Prif Weinidog o blaid Rheol Gartref i Gymru, cydnabyddiaeth y dylid gwasgaru sofraniaeth i bob un o'r 4 gwlad. Yr wythnos diwethaf, dywedwyd wrthym na fyddai'r "gronfa lefelu i fyny" yn dod i Gymru, ond yn cael ei rhannu gan San Steffan, ac ni fydd gan Senedd Cymru lais yn hyn o beth. Byddai Hunanlywodraeth i Gymru yn atal hyn rhag digwydd. Some of the main points: Today is St David's Day. Wales beat England at rugby, and had another Triple Crown win. The 100,000'th vaccine was given on Friday evening. > 100,000 have had both doses of the Vaccine - a higher proportion than any other part of the UK. 64 cases per 100,000. These figures are significantly better than in England (1:04:58). In 5 local authorities it is below 50 cases. Number of Coronavirus related patients is below 1,500 for the first time since early November. Today we have launched the Concordat between Wales and the Republic of Ireland. £682 million new money will be available to the NHS and local authorities. Brazilian Variant is in Scotland and England. I do ask the Prime Minister very carefully about this. Inviting people to think about international travel in May is not on. Cardiff Airport will not take passengers from the red list of countries. I would do it in the opposite way to the UK: we shouldn't have international, but here's a list where people are not a threat to us. The last 12 months has made it clear to people that they have here a Senedd and a Government, that has very significant powers, ability to act independently, with advisers of our own. Wales has chartered our way through this pandemic with success because of those powers we have. Devolution has been brought home to people that the use of these powers has saved lives in Wales. Here in wales, we've taken action early and seriously; back in April 2020 we were the 1st government to offer children school meals during school and holiday time. People believe in devolution, and want it strengthened. The First Minister in favour of Home Rule for Wales, a recognition that sovereignty should be dispersed to all 4 nations. Last week, we were told that the "levelling up fund" would not come to Wales, but shared by Westminster, and the Welsh Parliament will have no say in this. Home Rule would prevent this from happening. Westminster Government is more interested in clawing powers back to itself, rather than respecting the devolution settlement, confirmed in two referendums. |
