PD-CQ Roll Call applies only to images in a specific collection (per the Library of Congress, "The Economist Group dedicated to the public all rights it held for the photographs in this collection upon its donation to the Library" (underline added) and per the template itself "This work is from the Congressional Quarterly or Roll Call portion of the CQ Roll Call photograph collection at the Library of Congress" (underline added)) This image is is not part of that collection and, indeed, is tellingly sourced to Getty (not the LoC) where it is indicated to be rights managed.
