3** much. A preponderance of airplanes means victory at a mini- mum cost of lives. The United States only can furnish thesemachines and the necessary operators and equipment, for she has thematerial, shops and explosives. We need 50,000 machines and10,000 aviators quickly — every days delay means sacrificing thelives of thousands of our soldiers. Fortifications of concrete, trenches, wire entanglements and allsuch obstacles mean a frightful loss of life to overcome by goingthrough them, but by going over them in such numbers as to putthe enemy airplanes completely out of action, explosives may bedropped on enemy batteries, transport lines, submarine bases, manu-facturing plants, munition depots, battleships or troops at will.
