11 - 19 MARS 1946 : Du fait de l'arrivée massive de renforts militaires, une pénurie de timbres français entraîne l'utilisation sur des lettres recommandées pendant quelques jours dans les B.P.M. rattachés à Sài-Gòn : 402, annexe A du 403, 405 et 414, ainsi qu'à celui de Hà-Nôi B.P.M. 411 d'étiquettes tapées à la machine ou ronéotypées :

«FAUTE DE TIMBRES-POSTE / TAXE PERÇUE EN NUMERAIRE /..../ POIDS: SOMME PERÇUE: / Le Chef de Service». ou. "AFFRANCHISSEMENT PERCU EN NUMERAIRE A DEFAUT DE TIMBRES POSTE /-/ Poids : Somme perçue : / B.P.M. 405 le / Le Chef de Service".

COPIE carbone datée du 18 septembre d'une note de service du Directeur de la Poste Militaire en Extrême-Orient autorisant l'affranchissement en numéraire à partir du 5 mars qui sera matérialisé par des étiquettes fabriquées sur place. Publié par Thierry Wiart dans le bulletin COL.FRA N° 120.

Ces étiquettes sont accompagnées de la griffe linéaire et du cachet postal à numéro du bureau. Cinq types sont connus, environ 10 000 étiquettes, tous types confondus ont été ronéotypées. Les tirages auraient été de (d'après Bertrand Sinais):

  • BPM 402 : 2049
  • BPM 403 A : 2588
  • BPM 405 : 4910
  • BPM 414 : 268
  • BPM 411 : ? .
