Le général Blaizot est nommé Commandant en Chef en Indochine en remplacement du général Salan, intérimaire.

Tous les rapports montrent que les communistes prendront le pouvoir en Chine dans les 18 mois. Il en est conclu qu'il faut anéantir les forces de la VNDCCH avant. Le général Salan, ayant demandé à Paris dans un style peu diplomatique des renforts importants, est remplacé sous le motif officiel de son trop jeune âge pour le poste.
