, andthird days of July, 1863, and such other adjacentlands as he might deem necessary to preserve theimportant topographical features of the battle-field ; not, however, to prejudice the rights acquiredby any State or by any military organization tothe ground on which its monuments or markersare placed, or the right of way to the same. The act appropriated the sum of five thousanddollars for a suitable bronze tablet, containing onit the address delivered by Abraham Lincoln atthe dedication of the National Cemetery at Gettys-burg, November 19, 1863, also on it a medallionlikeness of Mr. Lincoln; and the Secretary of Warwas directed to have the tablet erected on themost suitable site within the limits of thepark.^ For carrying out the general purposes of the act,that is, for opening, improving, and repairingnecessary roads and avenues, providing surveysand maps, suitably marking the boundaries of thepark, and for the pay and expenses of the Commis- This has not yet (1906) been erected.

Tower on Confederate Avenue. National Park Commission 171 sioners and their assistants, Congress appropriatedthe sum of seventy-five thousand dollars. The work of constructing avenues and roadswas continued by the Commission in 1895. Twobridges were built over Plum Run, one on UnitedStates Avenue, the other on Confederate Avenue.Four steel towers, also, were erected according toa design prepared by Colonel Cope: namely, oneon Big Round Top, one on Seminary Ridge nearthe Wheatfield road, one on Seminary Ridge nearthe Mummasburg road, overlooking the scene ofthe first days fight; and one on the summit ofCulps Hill. These towers added greatly to thefacilities provided by the Commissioners for anintelligent study of the Gettysburg battle-field. The foundation for the equestrian statue ofMaj.-Gen. W. S. Hancock was completed Septem-ber 23, 1895, and the statue was erected soonafter. It was dedicated June 5, 1896. This wasthe first equestrian statue erected upon theGettysburg battle-field.
