cceptedthe appointment by the State Convention of delegate at large to the Repub-lican National Convention at Chicago. Judge Davis labored in that conventionfor the nomination of Mr. Lincoln, and did as much perhaps as any other dele-gate to secure that result. When the nomination was made and the conventionadjourned Judge Davis returned to his duties on the bench and left to othersthe active work of conducting the campaign. In 1861 General Fremont wasassigned to duty at St. Louis, Mo., with authority to organize and equip anarmy to operate against General Sterling Price and other Confederate generalsin Missouri. The exigencies of the service demanded prompt action in thepurchase and accumulation of all kinds of quartermasters stores, horses, mules,wagons, harness, tents, blankets, corn, oats, hay, etc., and the great bulk ofthese articles was bought on credit, quartermasters certificates being issued inpayment in lieu of cash. /^TZ^d-rfhZ-xiJ^ 283 of proper system, and the loose manner in which the purchases were made, soonbrought the whole business into disorder, and suspicion was thrown upon theintegrity of many of the contracts. To straighten out this bad condition ofaffairs, President Grant appointed a commission consisting of Judge Davis,General Holt, and Mr. Campbell, of St. Louis, to investigate and to adjudicatethe numerous claims against the quartermasters department of Missouri. Thiswas a heavy task, involving great labor and the exercise of business knowledgeas well as legal talent. The work was done in a most satisfactory manner andthe findings of the commission stood the test of the courts. This was the firstintroduction of Judge Davis to business connected with the United StatesGovernment. President Lincoln had unlimited confidence in the good judgment, abilityand the integrity of Judge Davis, and he was glad to avail himself in so im-portant an affair of so experienced a man.
