Y trouvera-t-il aussi l'absence d'hygiène, l'absence de directions médicales pour sa femme et ses enfants? Non. Ce qui fut toléré hier ne peut plus l'être aujourd'hui. A côté de la Mairie, créons le Foyer des Campagnes, la maison jolie, accueillante, où chacun trouvera après le labeur du jour ou de la semaine, les distractions saines: bibliothèque, séances de cinéma, groupe théâtral, musique, sports, la salle de réunion, le service de renseignements, le bureau du Syndicat agricole, les bains-douches, la consultation de nourrissons, l'école ménagère; la maison dont les querelles de partis ne franchiront pas le seuil, qui deviendra dans le village le centre de la vie morale et sociale, où l'art commémorera le souvenir de nos gloires et de nos morts. Et tout d'abord que cela soit fait dans les régions qui ont si longtemps souffert sous le joug ennemi; puis dans ces pays du centre où le labeur des femmes et des vieillards assura le ravitaillement du pays; où le poilu revient glorieux et las pour vivre une vie nouvelle plus intelligente, plus saine, plus noble. Municipalités des pays envahis demandez que dans le plan de reconstruction de vos commumes un emplacement soit réservé au Foyer des Campagnes; Villes marraines, Sociétés de Reconstruction, Coopératives, Associations de toutes sortes, Ecoles, Lycées, Individualités de tous les pays alliés, aidez-nous! The enemy has left the soil of our Country. Soldiers have returned to the land. Ploughed by shells, it will once again experience the ploughshare. The men who set it free will sow seed in it, will make it productive. More than ever France needs the fertility of the soil. But will the man of the fields whose tilling is essential to the country’s rebirth know anything but work? Where will he relax? At the cabaret? Where will he learn about the means that transform uncultivated land into fertile fields, that increase the yield of the earth tenfold? In the village and hamlet, will he again find all the divisions he forgot in the trench? Will he also find the absence of hygiene, the absence of medical facilities for his wife and his children? No. What was tolerated yesterday can no longer be tolerated today. Alongside the Town Hall, let us create the Rural Community Centre, a pretty, welcoming house where after the toil of the day or the week everyone will find healthy amusements: a library, film shows, drama groups, music, sport, a meeting-room, an information service, the office of the Agricultural Union, baths and showers, a baby clinic, a domestic science school; the centre where party disputes will not cross the threshold, which will become the hub of moral and social life in the village, where art will commemorate the memory of our successes and of our dead. And let this be done very first in the regions which have so long suffered under the enemy yoke; then in those central regions where the toil of women and old men ensured the country’s food supplies; where the soldier returns glorious and weary to live a new, more intelligent, healthier, nobler life. Local authorities in the invaded areas, request that the reconstruction plans for your communes include a site set aside for a Rural Community Centre; sponsor towns, reconstruction societies, cooperatives, associations of every description, primary schools, grammar schools, individuals from all the allied countries, help us! For the peasants returning home, let us build Rural Community Centres! The Committee.
