Autorisation par l'Amiral d'Argenlieu, «sous réserve du référendum prévu par les accords du 6 mars» de la création d'une République de Cochinchine, dont le gouvernement provisoire est présidé par le Dr Nguyen Van Thinh. Cette décision est approuvée par le gouvernement de Paris le 5 juin. La République française est toujours représentée par un « Commissaire de la République» qui dépend du Haut-commissaire de France en Indochine. On connaît un certain nombre de cachets administratifs de cet éphémère gouvernement :

Le Gouvernement Provisoire de la République de Cochinchine ne contrôle pas les services postaux en Cochinchine qui restent sous l'autorité du Haut-commissaire de France pour l'Indochine et qui utilisent les timbres d'Indochine et les cachets d'avant la deuxième guerre mondiale.

Néanmoins son courrier officiel «interne» bénéficie de la franchise.
