Reason for the nomination: This artwork was created by Milt Caniff (d. 1988) for his comic strip Male Call, which was produced from 1943 to 1946 and appeared exclusively in US military publications. Importantly, Caniff produced the comic on a volunteer basis. As such, I argue that he was not an employee, and that therefore the various PD tags pertaining to "employee or officer of the US Government" do not apply. (Note that the file was uploaded as 'own work', presumably because the uploader photographed/scanned the original artwork himself; this is false.)
