brig-adier general. He was mustered out in 1864. Returning to Min-nesota he resumed the practice of his profession in partnershipwith Cushman K. Davis. He was elected city attorney of St.Paul in 1869 and held that office by re-elections until his death,which occurred in that city May 20, 1876. Governor Gormanwas a man of undaunted courage, a good lawyer, and a welltrained politician. He sincerely believed in the doctrine thatalls fair in politics, but left a name untarnished by any stainof dishonor, and during his long public career there was neverany charge of fraud, dishonesty, or meanness detrimental to hischaracter. The other appointees of President Pierce were J. TravisRosser, as Territorial Secretary, vice Alexander Wilkin. Rosserwas a native of Virginia, and then about twenty-five years of age—a genial, pleasant, chivalrous Southerner, but a defender ofslavery. When his term of office expired he went to Mankato tolive, then went South and joined the cause of the Conferedates.

WILLIS A. GORMAN. I \\ Asto MINNESOTA AS A TERRITORY. 473 M. E. Irwin was appointed United States Marshal, succeed-ing Joseph W. Furber, who had been appointed in place of HenryL. Tilden. Irwin was a native of Missouri, about twenty-nineyears of age; rather quiet in manner. He made a good officerand left Minnesota soon after the termination of his term of of-fice. William H. Welsh was appointed to succeed Henry Z.Hayner as Chief Justice of the Supreme Court. Judge Welchwas a native of Litchfield, Connecticut; his father, Captain JohnWelch, served with distinction in the Revolutionary War. Will-iam H. graduated from Yale College, and after studying lawmoved to Steubenville, Ohio, and thence to Michigan. While inthat Territory he was a member of the convention which framedthe first State constitution. In 1849 he came to St. Anthony andin 1852 was elected judge of probate for Ramsey County.
