Walter E. “Ted” Carter Jr., president, U.S. Naval War College (NWC), and Capt. Mark Johnson, commanding officer, NLEC, at Perry Hall onboard Naval Station Newport. As of May 1, NLEC, formerly known as Command Leadership School, was realigned as an echelon three command under NWC.
