tussle. Much an-noyance will be obviated through the official not havingthe chance to construe an inadvertent touch with bothhands into a foul. Out of deference to the claim that dribbling tends toindividual play, grand-standing, etc., the rules do notpermit a player to score on a dribble, but allow him thecustomary two bounces in order that he may better hisposition and improve his chances of scoring, when shootingfor a goal, the Association conception of the rules beingthat it is preferable to help a player rather than tohinder him. With these few comments the Association Rules arerespectfully submitted to the basketball players, managers,officials and rooters in the sincere hope that they will haveat least a tendency toward the solving of some of thepuzzles and perplexities which periodically confront them.The rules are not immutable, but will be changed as oftenas the necessities and best interests of basketball may war-rant, and now line up and let us have some real basket-ball.

The elimination of the weaker teams by the miss and ont processas pursued in the local tourneys, while an innovation, and regardedsomewhat askance at the outset, proved to be the most effective way ofbringing the higher class teams to the front, without the tedious delayand drag attendant on a round robin event. The tournament was divided into two classes : Senior, average weight140 pounds, maximum individual weight 155 pounds; and Junior, averageweight 125 pounds, maximum individual weight 135 pounds.
