3 MARS 1946 :

Réunion à Dinh-Bang de l'Assemblée Nationale élue le 6 janvier. Elle s'ajourne le jour même après avoir créé un Comité Permanent composé uniquement de membres du Viêt-Minh et chargé au nom de l'Assemblée de contrôler le gouvernement. Vo Nguyên Giap est nommé à la tête d'un Comité National de Résistance, qui comporte la plupart des attributions du Ministère de la Défense qui a été confié à un «neutre».

Les partis nationalistes sont une fois de plus floués tant au niveau de l'Assemblée qu'au niveau du gouvernement.

Un grand «pavé» rectangulaire encadré 73.5 x 39 mm «DINH-BANG / Toan Quoc Dai Bieu Dai Hoi / Lan thu nhat cua Nuoc / VIET-NAM DAN-CHU CONG-HOA» (Assemblée du Peuple / Représentants de toute la Nation à la Fête Solennelle / Ouverture de la Première Réunion / État du Viêt-Nam Démocratique et Populaire) est apposé sur les lettres commémoratives et une oblitération spéciale «QUOC HOI DINH-BANG 1946 / ❖ V.N.D.C.C.H ❖ // BUU / 3-3 / DIEN» est utilisée à cette occasion. Le pavé est connu en noir et en rouge (plus rare) (Desrousseaux - J24).

Les enveloppes commémoratives sont en général affranchies avec les timbres Alexandre de Rhodes surchargés (15 et 30 cents).

Attention D'autres timbres détachés avec une oblitération similaire « plein centre » ont été vus récemment oblitérés du même jour. Le cachet est nettement différent notamment au niveau des fleurons et de la disposition de la date. On ne sait s'il est d'époque.
