-fourth of theschool money for sites and new buildings in 1901-02, the Boardhas been compelled to increase such expenditures up to over one-half of the yearly expenses. The annual costs for maintainingthe school plant created (insurance, janitors, fuel, light andpower, water, telephone, and repairs) have naturally also stead-ily increased, as is shown. The result has been that, by 1912,only forty per cent of the money expended for schools was spentfor the real work of the schools,—instruction and the adminis-tration of instruction. The year 1913 shows a decrease in ex-penditures for sites and buildings, but it is probable that thisdrop is temporary only, and that following years will again wit-ness large expenditures. 216 SCHOOL SURVEY REPORT There is no reason to think that the growth of Portland andthe increase in school population will, in the next half-centuryat least, suffer anything more than temporary checks. There is also reason to believe that both the cityand the school district will be materially increased in size, bythe annexation of outlying territory, which in turn will requireadditional expenditures for school facilities. If Portland werenot a rapidly growing city, with a large future ahead of it, theschool-building problem would be much easier than it now is.It is relatively easy to provide for the needs of a stationarycommunity.
