That change is among the possibilities. For a considerable time another question of great practical importancehas been much debated. The national expenses are increasing. Morethan that, Japanese statesmen generally believe that a day of battle isnot far distant. That day can be faced, or averted, only by thoroughpreparation. This means a large outlay for all the instruments of war.The question is, therefore, a pressing one: How shall the country best beput upon a sound financial basis? The answer now given is: By an in-crease in the tax on land. Still another sign of the times is a movement in Buddhism to assertitself. But it was anintimation—thus far one of the most distinct intimations—that Buddhismrecognizes Christianity as an interloper; and it was a hint to party lead-ers that Buddha may for a season suspend the serene contemplation ofthe infinite and the absolute, and take an active interest in the fleetingphenomena of politics.
