They have been abundantlyjustified in viewing the French project of sellingout to the United States with suspicion and dis-trust. If, therefore, the Panama route shouldwin in the end, it must be on its sheer merits andin spite of the plea that our Government shouldnot have involved itself in any negotiations witha private European company, but should havedealt solely and directly with the Government ofColombia, securing an outright acquisition of theIsthmian route, including full sovereignty over thewhole or a part of the Colombian State of Panama.On its face, the French charter had already beenforfeited, and the circumstances of its alleged ex-tension were said to be irregular. Presi-dent Roosevelt will not buy out the French com-pany in case of the adoption of the Spoonersubstitute until all doubts and difficulties of alegal and diplomatic nature have been completelycleared away.
