We may,indeed, well hope that the horrors of war will notbe visited upon any considerable portion of eitherhemisphere. Yet the unpleasant relations of Bulga-ria with Servia, and some other aspects of the East-ern question, are not encouraging signs; while inthe western world the behavior of Chili has givenrise to a cloud on the horizon that might prove por-tentous of war.
