This, too, came to nothing.The issue was staved off after some triflingbloodshed. But there was no putting aside thetroubles with the Parliament which actuallystarted with the reign itself. The leaders of theNational party, in control of the Parliament, de-manded ministerial responsibility, control of thefinances, and an immediate radical reform ofadministration throughout the country, withcessation of despotic cruelty, grafting and op-pressive ta.xation. The Shah replied that theymight as well demand a republic at once, yetwhen it came to the breaking point he gave in.surrendered every point. .All this took placewithin a month after his accession. The details of Shah IVIohammed Alls con-flict with his Parliament are tedious and un-important. They consisted of alternative re-sistances and surrenders on his part as thelegislators pressed demand after demand uponhim. Troubles increased. The GrandVizier, Amines-Sultan, was murdered in theMejliss, the Parliament building, on Septem-ber 2, 1907. The struggle seemed to be atan end on December 7, when the Shah oncemore signed a declaration, swearing by theKoran to uphold the Constitution and co-operate in the reforms demanded by the peo-ple.
