English: U.S. Navy Builder 2nd Class Terrell Harris, assigned to Naval Mobile Construction Battalion 5, cuts a piece of metal for a roof section as Armed Forces of the Philippines Engineers, assigned to the 552nd Engineer Construction Battalion, move dirt prior to digging a rain trench at Don Joaquin Artuz Memorial Elementary School in Tapaz, Philippines, during Balikatan 2015, April 24. The engineers, along with U.S. Marines from the 9th Engineer Construction Battalion, are part of the Combined-Joint Civil-Military Operations Task Force on the island of Panay that is constructing two classrooms at the school. Balikatan, which means “shoulder to shoulder” in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, humanitarian assistance and disaster relief operations.
