Itwill maintain the integrity of the Union, and the sovereignty of the states which com-pose it, subject to the limits which the Federal compact has imposed upon them. As one means of carrying out these great principles, it will encourage the develop-ment of the Southern and Western sections. This will promote federal harmony byincreasing the popular intercourse, and it will increase the reciprocal respect of thedifferent states by encouraging their individual prosperity and independence.
