These were increasedto a limit that now seems incomprehensible. Constituted asthe Park Board was, it was really out of the question tothink that that Department could cope with the task placedin its hands, and at the same time perform the other dutiesof Park Commissioners. Under the Act of Annexation of 1873, the Park Commis-sioners were given exclusive power to alter the grades andlines as shown upon the map prepared by a Commissionappointed under chapter 841 of the Laws of 1868 for thespecial purpose of surveying and laying out the town ofMorrisania It was intended that the map prepared by thisCommission should be confirmed by the Act of Annexation,except so far as the same had been legally changed or modi-fied, but in the passage of the bill a provision was insertedgiving the Park Commissioners the right to alter the lines so
