OConnell, however, found it im-possible to keep the peace with his tongue,and openly accused Mr. Peel of preferringpaper war to any other. This his opponentcould not tamely endure, and another duelwas arranged to come off at Ostend. In con-sequence of information received, the authori-ties again interfered and put a stop to theintended meeting. During the period from 1815 to 1819 themovement for Catholic emancipation becamevery feeble. The visit ofGeorge IV. to Ireland in 1821 was also hailedby some as an omen of success; they vainlyimagined that, now the king had come amongthem, their freedom was secured. OConnell,too, on this occasion proved himself singularlyshort-sighted, and his flattery and deferenceto the monarch drew down upon him thestinging reproof of Lord Byron in his poem The Irish Avatar. The year 1823 saw the formation of the Irish Catholic Association.
