OF THE CIVIL WAR. 377 ing small Monitor - shaped vessels withgreat rapidity, the Secretary and AssistantSecretary of the Navy were unjustly as-sailed from various quarters for adoptingthe Monitor system in preference to allothers. In this matter, Mr. Secretary Welles andMr. Fox showed good judgment, for theKeokuk, which was not a Monitor-builtvessel, was shattered so by the enemys fireat Charleston that in a few minutes shewithdrew from action to avoid sinking, anddid sink some hours afterwards from theeffects of the enemys shot. Having prepared these Monitors, theNavy Department were naturally anxiousto prove to their detractors that this wasthe right form of vessel to carry out theideas of the government; but the Depart-ment did not take into consideration thatseven Monitors, each with two slow-firingguns, were no match for seventy-six piecesof ordnance of the heaviest calibre then inuse.
