In 1887 Senator Palmer was chosen president of the Water-ways Convention, held inSault Saint Marie under the auspices of the Duluth Chamber of Commerce, and in that relationrendered valuable assistance to the cause of inter-lake navigation. In 1889 he was appointed byPresident Harrison, minister plenipotentiary and envoy extraordinary to the court of Spain.) Mr. Massey, of Delaware, offered the following resolution, which was unani-mously adopted: Resolved, That the Committee on Permanent Organization be instructed and directed toconsider the matter of the several vice-presidents and other officers designated by their report justpresented, and make recommendation to the Commission of suitable nominees for the same; andbefore determining upon their recommendation, that they shall sit for two hours to hear theindividual views and preferences of such members of the Commission as may desire to addressthem in that behalf.

HON. THOMAS W. PALMER, PRESIDENT WORLDS COLUMBIAN COMMISSION. WORLDS COLUMBIAN EXPOSITION. 59 On motion of Mr. Kerens, of Missouri, the Commission proceeded to theelection of a permanent Secretary. Mr. Skiff, of Colorado, presented the name of Mr. John T. Dickinson, ofTexas, which was seconded by Mr. Ruoker, of North Dakota. Mr. Dickinson was unanimously elected secretary. On taking his place at the secretarys desk, Mr. Dickinson made the follow-ing remarks: Gentlemen of the Worlds Columbian Commission: Permit me to express to youmy sincere gratitude for the high compliment you have paid me, and through me the State ofTexas, which I have the honor, in part, to represent in this Commission, by electing me as yoursecretary. I fully realize the magnitude of the enterprize which we are about to inaugurate, andif I did not conscientiously believe that I could successfully perform the duties of secretary ofthe Worlds Columbian Commission, with credit to myself and *to my State, and ultimate
