Creato sulla base della seguente descrizione testuale: "Il drappo che costituisce il gonfalone, con misura di cm 90x180, ha colore di fondo azzurro identico allo smalto della banda inferiore dello stemma [...], è sospeso mediante un bilico mobile ad un’asta ricoperta di velluto dello stesso colore del drappo, fissato a spirale con bullette. L’asta [...] è ornata da una cravatta frangiata in nastro tricolorato dai colori nazionali. Le parti metalliche del gonfalone, le frange, i cordoni, le bullette, oltre che l’iscrizione, sono argentati, essendo il gonfalone riferito all’ente comune. Lo stemma del nuovo Comune è caricato nella parte bassa del drappo; lo scudo e le fronde sono contornate in bianco affinché risaltino sullo sfondo azzurro. L’iscrizione è collocata sopra lo stemma, su due righe centrate, con il titolo “Vallelaghi” disposto su un tracciato convesso verso l’alto, come prescritto. Per l’iscrizione è utilizzato il font [...], in maiuscolo per la dicitura “COMUNE DI” e in minuscolo per “Vallelaghi”, quest’ultima con corpo doppio di quello della dicitura “COMUNE DI” (Statuto comunale, art. 1 co. 6)"
