This page is intended to explain how Commons images (and other media) can be used outside Wikimedia projects without violating w:copyright.
Items in the w:public domain are exempt from copyright and thus cannot be licensed by anyone. This means they can be used in any way, for any purpose, with no restrictions. No one can legally claim to have copyright over a public domain item. It would be polite to cite the author and source, but it is not required.
If an image is multi-licensed, you can choose which license to comply with.
