Ottawa flag

Did I originally create the original flag design that Ottawa is using? No. However, the SVG image that that drawn in the SVG format, I created it using the Inkscape program. The reason why I created the image is that one, the City of Ottawa's flag image has thr wrong proportions (the websites use 2:3, but the law states 1:2). Second, with the vector graphics, it is not a PNG image embeded in it, I created by creating a path tool. However, I do not see how an image that I drew by hand can be copyrighted by someone else beyond my control. Can I talk to Mr. Mabee myself and get this sorted out? To be honest with you, I do not buy this at all. I am bringing in outside help to figure out what is going on, as you can tell, I am an American trying to deal with Canadian copyright law. I feel this image should still be under a free license, and with whatever you have gotten, it will make it unfree to use on Wikipedia at all, since it is setting in stone my current version and not only forbidding it being changed but from being used in certain non-article settings. I still ask to speak to Mr. Mabee (via email of coruse) to sort this mess out. I want this image to be free and be used widely by Wikimedia, but I am seeing what you are trying to say.
