Functions:{{welcome}} is listed at Commons:Message_templates#Help as a template that should be substituted when using. Currently it is unsubstituted on about 5,500 user talk pages. My bot would substitute it on each user talk page where it is currently not substituted. My bot has performed this task at en.wiki for several months now and is flagged there. As this will be an AWB bot, any user will be able to shut it off by editing its talk page.
