Copyright law in the Palestinian territories is rather opaque, but for interest, Getty/AFP routinely publish photos that feature propaganda posters that, at face value at least, appear to rely on freedom of panorama, (see here for example). I would like to see a Commons/Wikipedia copyright expert who understands Palestinian copyright law look at this case if such a person exists. This is a question for en.Wikipedia, but if free of copyright, it could be used in an article on al-Aqusa Bartyr's Brigades, or possibly on propaganda posters, but not anywhere near where you added it.
