В 1937 году Вертов получает срочное правительственное задание — после неожиданной смерти наркома Серго Орджоникидзе сделать фильм о его жизни. Ему приказано работать вместе с Яковом Блиохом — бывшим директором фильма «Броненосец Потемкин», ставшим к середине 30-х годов крупным чиновником Госкино и режиссером.
