Spains conduct toward her soldiers and sailors is exasperat-ing to the last degree. They are hardly recognized as human beings, andthe idea that they are men, and entitled to consideration as such, seems notto be entertained by those who are placed in authority over them. Spanish sailors forward are ill treated habitually by their officers. Thisis not a prejudiced or an exaggerated statement. It is literally true. Theofficers of the Spanish navy are for the most part younger sons of good fami-lies who have gained their billets, not by ability nor through competition,but through the intercession of their people at the court. For the slightest infraction of regulations he is pun-ished in a fashion that makes his fellow bluejackets in navies like our ownor that of Great Britain flush with anger. The central and consuming ideaof the Spanish naval officer is that all hands forward are his servants. Thereis absolutely nothing of this in the American navy. Once in a while, whenan American ship is at sea for a considerable period in tropical waters, andall hands, fore and aft, are wearing white uniforms, an officer will pay a messattendant for scrubbing one of his uniforms and hanging it out on the scrub-and-wash-line.
