It was his purpose to enlist a force composed princi-pally of the free riders of the old war combinations, on both sides, movehis men to Cuba on their own resources, and fight the Spaniards independ-ently of any connection with the government. The romance of the under-taking, and the opportunity for dare-deviltry which it held out, attracted hun-dreds of adventurous characters to Major Coopers standard. Early in April,Captain Willard Glazier, a Union veteran of the war, called on Major Cooperand talked over the situation and prospects of the Blue and Gray Legion.The result was that Captain Glazier, already famous as an explorer, abandoneda prospective expedition to Alaska, and threw himself, heart and soul, intothe organization of the free-lance battalion.
