For this reason the new building at 77th street wasdesigned so that it could be easily removed to a new location or in the event thatit was not desired to use it further for street cleaning purposes that it could beconverted without serious expense into a suitable landing place for the officers andmen of visiting fleets, who are now entirely without suitable accommodations. The building was begun on November 6, 1914. under contract. Its progress waschecked by an unsuccessful injunction suit brought to restrain its erection. It wasfinally completed on October 15, 1915. It is a steel frame building with tile rootand stucco walls. The refuse is discharged into scows through chutes, the spread ofdust being regulated by suitable screens. 11 cally no escape of loose material into the surrounding atmosphere. The buildingrepresents a big advance in the method of waterfront disposal of the citys refuse. At East 72nd street a somewhat similar, although less elaborate, refuse disposalbuilding was begun under plans prepared by this department and under its supervisionon January 4, 1915, the work being done by contract. It was completed on May4, 1915. For the Department of Health an important bulkhead wall is being built inconnection with the Willard Parker Hospital between East 15th street and East 17thstreet. During 1915, 212 feet of this structure was completed. Supervision of Work Done by Private Parties. The Commissioner of Docks exercises broad powers of control over all water-front work whether it be by the municipality or by private parties.
