orthe protection and administration of National Forests. A critical inquiry into the causes of forest fires naturally pre-cedes the inauguration of preventive measures. It appears thatall forest fires, excepting those resulting from lightning or spon-taneous combustion, are preventable where the causes are known.They are due to ignorance, carelessness, or maliciousness, and ifthey are to be prevented it will be necessary to teach the igno-rant, restrain the careless, and reform the malicious. This is theduty of all good citizens, and in this duty the Forest Service hastaken the lead. Some conclusions may be drawn from reliable statistics of for-est fires on the National Forests which show causes as follows: Per cent Railroad locomotives 27 Unknown. . 21 Lightning 17 Campers 15 Miscellaneous 9 Brush burning 5 Incendiary. 5 Sawmills and donkey engines 1 100 The classification of these cases is according to a scheme whichmay be outlined as follows: xxvi) Congress of Applied Chemistry 755

On a casual study of this analysis of causes it will be seen thatthe greater number of forest fires may be prevented by education,by law, and by good forest management. Spark arresters canlessen, or wholly eliminate, the danger from railroads and saw-mills. Brush-burning can be done at seasonable times and in amanner that creates no special hazard. Campers are not, as arule, wanton or malicious. Incendiarism will cease when fullpunishment is absolutely certain. Public sentiment becomesstronger year by year and the advocates of conservation findthat their teachings are accepted. The lightning alone is quiteunaffected by rules, regulations, or threats. There are plenty of laws,—too many of them,—and many ofthem are ineffectual, but they show that the law-makers havein some degree responded to public sentiment.
