y, 1880, the report of the committee was made andadopted, and a National Council of Education was formed, ofwhich I was made the first president, continuing in office untilJuly, 1883. Dr. McCosh, of Princton University, and WilliamT. Harris were vice-presidents. The National Council is now thesuperior body of the N. E. A., and I am justly proud of orig-inating and founding it. At a thinly attended, annual meeting of the National Educa-tional Association, about two hundred and fifty members beingpresent, I was elected to the presidency, in July, 1883 at Saratoga,N. Y. The Association was in debt several hundred dollars,and many had favored its abandonment and resolution intothree sectional associations. If it could be saved, the leaders ofthe National Educational Association committed its leadership tome as a final test. I resolved to make it the crowning event ofmy fiftieth anniversary, in 1884. After a survey of the wholecountry, I chose Madison, Wis., as the best place for the meet-

The program included national topics of thehighest value, with speakers of national reputation. An educa-tional exposition was held in the Capitol. Excursions wereplanned to the Great West, the Pacific Coast and to Alaska. The State of Wisconsin opened wide doors to my expected1,500; then to 2,500; then to 3,000, and as the numbers in-creased by the thousands the State Capital expanded to receivethem, but none of us in our wildest dreams had reached the im-mense number of ten thousand, the actual record of attendance.More remarkable than the attendance was the educationalenthusiasm of the occasion. Never before or since has such aspirit of devotion to ideals been realized. It was a Mount ofVision into a new land and life for the National EducationalAssociation.
