These hearings are public, but are not very generallyattend except by the participating attorneys, and frequentlyby the litigants and few interested spectators. The oral argu-ment is designed to assist the Court by giving each member aconnected, composite mental picture of the whole cause. Theoral argument can be made more than a monotonous reading ofpage after page of a brief that will later be examined by thejudges anyway, but this is oftentimes not done.
