CUBAN NEUTRALITY President Menocal has issued a proclama-tion declaring the neutrality of Cuba in thewar between^Italy and Austria and Germany. TREASURY DEPARTMENT CRITICISED The recent shipments of Cuban coin fromthe United States to Cuba were packed inmetal kegs. It is said that these kegs weregiven away by the Cuban Treasury, insteadof being disposed of at public auction. Theoriginal cost of the kegs is estimated at $3,000.
