Montenegroand Serbia were friends, naturally, since theywere inhabited by the same kind of people andhad once been parts of the original kingdom ofSerbia. Bulgaria in 1909 announced to the worldthat she would pay no more tribute to Turkey,and after this was to be counted one of theindependent nations of Europe. The Bui- Bulgariagarians had grown so strong and the Turks p^y^^^jbuteso weak, that Turkey did not dare go to war, to Turkeyso permitted the matter to go unnoticed. Theonly thing on which all the Balkan nations andGreece could agree was their bitter hatred ofthe Turks, who had oppressed and wrongedthem cruelly for the last three hundred and fiftyyears. Russia, always plotting to overthrow Turkey,at last accomplished a wonderful bit of diplo-macy.
