Description Beginning May 1, anyone newly applying for Social Security, Veterans Affairs or other federal benefits will need to choose an electronic payment method, including direct deposit or a pre-paid debit card. People currently receiving their federal benefits by paper check must switch to an electronic payment method by March 1, 2013. Treasurer Rosie Rios signed a ceremonial check to American taxpayers for the $1 billion that will be saved over the next 10 years.
