ternal appearance, bore some resem-blance to the ordinary Bank of England note, being acopper-plate engraving, and printed on what is termedBank-post paper, but on minute inspection is foundto differ very materially. The greater part of theface of the note exhibits the figure of a gallows, fromwhich are suspended several male and female figures,with caps over their faces, the usual appendage tosuch a situation ; over this gallows appears in lettersas a substitute for the number, No. ad lib. Thepart where the word expressive of the value of the noteis placed exhibits the black wall of a prison, throughwhich are seen several human countenances ; to thisis prefixed a rope, the various circumvolutions of whichform the letter * L. The promissory part of the noteis to the following effect :— I Promise to Perform, during the issue of Bank Bajsk restriction note Specimen of a Bank Note not to be imitated. To tace p. 200, A BANK RESTRICTION NOTE 201 Notes easily imitated, and until the Resumption ofCash Payments, or the Abolition of the Punishmentof Death, for the Gov^ and Compa. of the Bank ofEngland, J. Ketch. One wag, looking at a specimen in Hones window,observed that this ingenious note was a wonderfulexecution. The Bank of England suspended payments in cashin 1797, and by 1817 the bank paper in circulationamounted to twenty-nine and a half million pounds,while the amount of bullion in the bank at that timerepresented but a fraction of that amount—in 1819it had only three and a half millions in gold. Peels-Act (1819) provided for the gradual resumption ofcash payments to begin in 1823—as a matter of factthe Bank exchanged its notes for gold, on demand, in182 I—and the withdrawal of all notes under £5. Immediately on the publication of Hones satirethe Examiner had said : This banknote is by Mr.Hone, and ought to make the hearts of the BankDirectors ache at the sight. In later
