Notes: Following a village pump discussion I have decided to change the proposal to be among the many "admin lite" / "sysop lite" user groups I wish to propose, this section will be written more to work with the "COM:VP/P" and I will no longer propose that this user group be divided into "levels" as this user right will be fully electable if accepted, meaning that maximum trust is already required.

Proposal to create a new user group that can view deleted files.
Page-viewers can view deleted pages and request undeletions, but cannot undelete any files themselves.

I would like to propose the creation of a new user group known as "Page-viewers", these users would be able to view deleted pages and have a button that states "Request undeletion" which will create a request at the undeletion requests in the same manner that all other users can nominate pages for deletion. Now because page-viewers get access to copyrighted content they will have to be elected in the same manner as administrators, but because this user right has a lot less responsibilities it will likely be easier to pass for those who need the right.

  •  The need for page-viewers, as more files ascend to the public domain Wikimedia Commons has a larger amount of files that have once been deleted that are now in the public domain. When Wikimedia Commons was created in 2004 a lot of files that were then copyrighted are now in the public domain and not all deleted files are tagged with "Undelete in 20XX". As more files will enter the public domain in the future I believe that while initially only a small number of users will be granted this right (probably only a few dozen in the coming decade), I expect this to be a much more viable right in the long-term future.
Furthermore, I remember several years ago that there was a proposal to let OTRS volunteers the ability to view deleted files, this proposal failed primarily because of the fact that many users commented that "OTRS members are not trusted users regarding to Commons point of view as they are not appointed by the Commons community." This would fully solve the trust issue with this as OTRS members would have to be vetted by the Wikimedia Commons community to be able to view deleted files and they still won't be able to undelete files directly.
  •  Who should be page-viewers?, By preference, most page-viewers would be license reviewers with years of experience and/or already have a good record of requesting undeletion. This solves both any potential legal ⚖ issues raised by the WMF and not "water down" the trust required for those who deal with such sensitive files.
They will have an election process identical to administrators, but I imagine that they will receive less scrutiny as they will not be able to block/ban users, delete pages, undelete pages, give user rights, Etc. Overview.

I would like to propose the creation of a new user group known as "Page viewers" (or alternatively "File viewers"), these users can see deleted pages like admins, they can't undelete them but to them where for a currently "active" file the button "Nominate for deletion" would be one with the text "Request restoration" that will file an undeletion request like the other files a deletion request. This right should also be granted to license reviewers and local OTRS members.

Potential privacy issues.

Files deleted for private reasons can be marked as "unviewable", but if necessary we could hold elections for file viewers like we do for admins, meaning that we would trust them with such tools, but I would rather create two (2) levels, or keep such sensitive files as "admin-only".

As I am open to how this meme™ (in the "Dawkinist" sense) can evolve, I am not proposing any direct rules for this user group, rather I would like to discuss the possibilities of how to best implement such a user right if accepted.

Personally, I would like to see a place where trust is assumed for users to become "Page viewers", in this case "Oversight deletions" should also become separate from "Regular deletions", but of course, I would just rather see a lot of users that need these tools be able to have them rather than delegating it only to a small number of admins. For a long time it has been argued that more users should have more access to specific admin tools if they need them rather than just giving a small minority of users all the tools. This would actually be such an example.

The "Page viewer" is also something that can come in multiple classes, where the ability to view deleted pages created by oneself can be a right granted by any admin, the ability to view all "non-OS deleted pages" becomes a right requested through RFR, and the one that can view all pages becomes an elected right, these user groups could be called "Page viewer - Level 1", "Page viewer - Level 2", and "Page viewer - Level 3".

The ability to view one's own deleted files might be handy for some, but I am less sure how to implement these levels, if they should be implemented at all, perhaps the levels get assigned to already existing user groups with only "Level 2" becoming its own user group.

Use cases for "Page viewers.
  • For locating files that have since entered the public domain and need to be undeleted.
  • For hunting sockpuppets, as sockpuppeteers tend to re-create deleted pages under different titles.
  • "Page viewers" can help users access "otherwise lost information", while something like this could be handy on a Wikipedia, I believe that it can also be handy here on Wikimedia Commons.

What might contribute to need for "Page viewers"

It isn't necessarily good to have "a solution without a problem" and proposals tend to fail if people view changes as such. Because of that I seek to compile a list 📃 of scenarios in which this new usergroup would be handy to have around.

  • For hunting sockpuppets, as sockpuppeteers tend to re-create deleted pages under different titles. , on Wikimedia Commons this might have the unique case where sockpuppeteers get more sophisticated at licensewashing and original files uploaded by them before could show cues that their latest uploads are not what they claim they are.
  • Investigate sources, if a user claims that the deleted file did in fact come from a free website and that this was already in the URL when the file was improperly tagged then these users could verify such claims.
  • "Page viewers" can help users access "otherwise lost information", while something like this could be handy on a Wikipedia, I believe that it can also be handy here on Wikimedia Commons.
